I believe that it is premature to make the value set defined in section 1.23.2.1.39.1 required. It should be just an example at this point. The Care Plan DAM is still in progress and its Activity Classification should be used when ready. The specific values seem too narrow and I don't know whether the codes shown (e.g., "diet", "drug") will be the ones chosen. I don't think "encounter" should also encompass "communication" or that "procedure" should encompass "education" since those may be categories of their own.
