      Existing Wording: This resource is limited to clinical issues associated with a proposed or ongoing action. It does not cover business/technical issues such as lack of permission, duplicate identifiers and other business rule violations. Business and technical issues are conveyed using theOperationOutcome resource.

      Comment:

      When I looked at the OperationOutcome resource, I didn't see how it could represent anything other than "system actions/errors" but not business issues. One significant reason that an action might not occur is lack of financial resources (e.g., lack of insurance coverage). It would help if something were said about this either in Contraindication or OperationOurcome, or if the reader were referred to other resources that could be used (Eligibility?
