      Existing Wording: If the device is implanted in a patient, then the patient element will be present, and there would be no location.

      Comment:

      This is contradicted by the Device.location definition in 5.10.6, which says "The resource may be found in a literal location (i.e. GPS coordinates), a logical place (i.e. "in/with the patient"), or a coded location." Either change 5.10.1 or device.location definition.
