      There are two different ideas here: identifier vs reference, and the notion of a ClinicalProcessThing that is not an episode of care. The identifier issue is a wider discussion happening elsewhere, and so should not be actioned as part of this task.

      Regarding ClinicalProcessConcern, the committee believed that no use of this has yet emerged in our implementation work. We are closing this task, and invite the submitters to describe specific workflows that can't be supproted with the existing resources in new tasks so that specific workflows and use cases can be considered.

      Comment:

      Contsys has an informative but for the system of concepts important model of the clinical process. This gives possibilities for interoperability when it comes to clinical context. E.g distinction between investigations and treatment, basic or alternative treatments and so on are possible to define by the use of standardized context based on this model. Encounter is just one kind of "context" that could be needed to state in a resource (see observation.encounter). Other example that could be needed is clinical process concern, demand for care, main health issue health problem or episode of care.

      Create a new element to add, in all resources, and replace "encounter" with this in resources there "encounter" is used as a context reference. The element should be of different types: Identifier|Reference(Encounter|EpisodeOfCare|ClinicalProcessConcern). For some of the clinical contexts will require new resources, simulare to episode of care.
