      Change the name to "User Selected" and there can be more than one flagged. Use of this needs to be clarified by trading partner agreements. Presumption is that this represents when the user directly selected the Coding.

      this definition begs the question: when there are multple coding elements in a CodeableConcept, wherein only one may be specified as primary = true, how can all others be considered as translations? The current definition of primary would only indicate that the others may not have been chosen directly by the user. In fact, it may be the case that all coding elements are supplied by software and/or rules and triggers and the user is not so much directly involved in the code selection.
