      Add RelatedPerson as a choice, and document that you use RelatedPerson if you don't know that the person is patient or practitioner. Also add Uri as a choice

      Comment:

      DocumentManifest.recipient allows Patient|Practitioner|RelatedPerson - but it's not unusual to have a receipient - even a defined one - where you don't know what kind of role the person is playing. It's unclear how to use this element in that case
