Right now, there's no obvious way to retrieve a patient's problem list. You can get all the problems for a patient, But that might include problems for past encounters, for instance. Perhaps you could get the problem list by searching for all problems not linked to an encounter - but that makes a number of assumptions about how the system works. We need to document clearly how a client can get a patients' medication list, problem list, allergy list, etc, and be sure what it is that they are getting back
