      Will make referencing bodySite an extension. Systems requiring just laterality would need to justify this as part of the 80%. If not, they could decide between a contained bodySite or a separate extension. This is consistent with the proposed approach for Observation.

      Existing Wording: choice of "CodeableConcept" or "BodySite" resource reference

      Proposed Wording: structure that includes a 1..1 CodeableConcept for AnatomicalSite and 0..1 laterality qualifier

      Comment:

      The choice is over-complicating the need for "finding site" with a laterality qualifier. To accomplish this we could simply use an inline data element with an optional laterality - for those finding sites where it's relevant.
