Billing data are very commonly used. Recommend making clear how/where billing data are available using FHIR, and how to distinguish that data from non-billing data (e.g., how to distinguish ICD encounter diagnoses billed with an encounter, vs. encounter diagnoses that were captured in an EHR but which may or may not have been billed).
