      Not persuasive. Category is intended to separate broad categories such as surgery, education, counselling, physio, exercise, etc. These high-level categories should generally be defined to be mutually exclusive. The purpose of this element is to filter what procedures should be exposed in a UI. More fine-grained filtering can be performed using the terminology hierarchy/metadata.

      Can use procedure.code for further granularity for searching by coding system.

      Existing Wording: Procedure.category

      Comment:

      Cardinality is 0..1 but should be 0..*. A procedure can be in multiple categories. E.g., a laproscopic cholecystectomy is both a GI procedure and a laproscopic procedure.
