      Encounter.Class identifies the setting for the encounter. Is does not identify the priority of the encounter. Therefore Emerency refers more to an encounter in the Emergency Department than to the priority of the encounter. For that we have the Priority attibute in the Encounter resource.

      When an emergency encounter leads to an inpatient encounter, it depends on the business rules if those are considered to be 2 encounters that can be part of the same EpisodeOfCare, or the EncounterMotionted from Emergency to Inpatient as a result of the admission.

      The current valueset does include Virtual for phone visit and other non-at-site visits.

      However we will update the description from
      "An encounter where the patient need urgent care"\\to
      "An encounter in the Mergency Care Department"

      Comment:

      The required value set bindings should be revisited, or the attribute should allow multiple values. E.g., Outpatient and Emergency are not mutually exclusive. Neither is Inpatient and Emergency. Should be able to distinguish between non-Emergency outpatient, Emergency visit only, Emergency visit leading to inpatient, and inpatient only (direct admit). Also, should allow support for phone visit if virtual visit is included. This is the most common of these "non-at-site" visits.
