This should be an AdverseEvent resource, because there can be AdverseEvents outside the context of an Allergy or Intolerance (e.g., a fall). When such AdverseEvents are represented separately, there will be high overlap and duplication unless this has been made its own resource, with profiles developed accordingly (e.g., to specify that an offending agent is required).
