      When you create a profile, what ultimately constitutes the normative description of the profile? Is it the documentation pages, or certain XML file(s)? For example, after the build there are 150 files with "qicore" in their names (and more have "qicore" in their innards). If someone asked me to send them the QICore profiles, just the profiles, what would I send them? Which ones constitute the actual specification of QICore, as opposed to informative or implementation-related material? How would you isolate this material from the rest of the FHIR?
