      There is no convenient way to constrain Resource(Any) types in profiles. One could conceivably list all resources and profiles, but that could be a VERY long list. In the case of QICore, the desired semantics are "use any QICore profile, but if there isn't one for a certain resource, then use the base resource instead," but there is no way to express that. A somewhat similar situation could occur if you wanted to restrict Reference(Observation) to only use HSPC observations. Since there is no class hierarchy among profiles, it might be necessary to list all the 500+ HSPC observations individually . Again, not very feasible.
