Proposed Wording: clinicalStatus maps to PRB-13

Comment:

The Condition ClinicalStatus value set has values of provisional, working, confirmed, refuted, in error etc.

In my opinion, the majority of the FHIR value set seems to better align with PRB-13, not PRB-14, although the lines are slightly blurred with in error.

PRB-13 is Confirmation Status: confirmed, differential, provisional, rule-out

PRB 14 is Lifecycle Status: active, active-improving, active-stable, active-worsening, inactive, resolved
