      Proposed Wording: Person who recorded the condition as part of the electronic record

      Comment:

      The definition of Condition.asserter is vague – and it is unclear whether the asserter is the who.author or who.source. The http://hl7-fhir.github.io/w5.html implies that condition.asserter is aligned with who.author. Update definition to reflect that the asserter is aligned with the person who recorded the condition. Also, the Condition.asserter (who.author) should be consistent with the Condition.dateAsserted (when.recorded)
