Proposed Wording: If the end element is missing, it means that the period is ongoing. If the end element is in the future, it also means the period is ongoing.
Comment:
Can the period still be ongoing if the end (dateTime) is in the future? Can start and end dates be in the future (i.e. estimated dates)? Does this need to be specified in the resource (i.e. can Encounter.period dates be estimated arrival and estimated discharge)?
