      Existing Wording: The server MAY include a response body containing an OperationOutcome resource with hints and warnings about the resource; if one is sent it SHALL not include any errors.

      Comment:

      Does this mean OperationOutcome .issue.severity cannot = error? Why?

      Maybe we should add a sentence – 'An error on update would return a the appropriate error in 'Rejecting Updates".
