      Those kind of lists would not be bound into the schema, they are always extensible and coding / codeableconcept data types, and would never be bound into schema. Even if you make them required in a profile, they still won't be bound into the schema

      Existing Wording: Note the following additional rules about required bindings when used with the code data type:

      •Where the value set is defined by FHIR, the list of allowed codes will be fixed in the XML schema

      Comment:

      This rule is problematic due to the potential of the size of this list of concepts. For example, a list of lab tests, or list of drugs. If this rule has to be included, then it should provide additional provision on when this should only be used to ensure misuse is minimized.
