      We will introduce the notion of process integration levels:

      1) Guidance is communicated only as text (using CommunicationRequest)

      2) Guidance is communicated only as proposals (using the relevant request resource)

      3) Workflow is communicated as well, to carry proposals to events (using the relevant event resources)

      And use this as a guide to help describe how systems might implement the guidance.

      Clearly define the separation of concerns between:

      1) Activities to be performed, as proposed by recommendations

      2) The workflow used to actually perform those actions as "requests" turning in to "events"

      Clinical inferencing related to any proposed clinical workflow intervention (e.g. CDS) is done within the logic of the pathway and its component, whereas the logic of the specific intervention including opportunities for localization and modification occur within the CDS intervention itself.

      This separation also affords the opportunity for settings-specific factors to be applied (such as availiability of resources and skills, variability in regulation and/or policy, etc).
