      The CodeSystem http://hl7.org/fhir/FHIR-version only contains codes for the three-part publication.major.minor form of fhirVersions. However APIs like [base]/$versions (see http://build.fhir.org/capabilitystatement-operation-versions.html#examples) and the fhir MIME version string (see http://hl7.org/fhir/http.html#version-parameter) use the two-part form publication.major

       

      The CodeSystem should be updated to include the two-part forms as parent codes of the corresponding three-part codes.

      It should NOT be necessary to add single-part codes for 'publication' since the semantics of fhir versions and compatibility necessitates knowing at least both publication and major numbers because changes in major number indicate breaking changes.
